Centrally Sponsored Schemes


This workprogram focuses on the analysis and evaluation of centrally sponsored schemes as an important segment of development-focused public expenditure in India.


CDF's research on Centrally Sponsored Schemes (CSS), special purpose fiscal transfers from the central government to states and local governments, is organized around three main pillars: the potential role of IT in CSS expenditure tracking, CSS process analysis, and evaluation of CSS impact. In particular we seek to identify opportunities for process re-engineering and e-governance to significantly improve the delivery of public infrastructure and services, particularly in rural areas. The CSS represent one of the major flows of funds toward India's human development and infrastructure priorities, thus it is important to understand practical and specific ways to improve their performance.
